<p> London Executive Aviation (LEA, http://www.flylea.com/), one of Europes largest business jet charter (http://www.flylea.com/private-jet-charter/air-charter.html) operators, has further diversified its fleet with the addition of its first Falcon 2000LX from French manufacturer Dassault.</p>

<p>The brand new aircraft, tail number G-WWFC, will be based at London Luton Airport and takes the total number of aircraft on LEAs air operators certificate to 28.</p>
<p>&#13;</p>
<p>The Dassault Falcon 2000LX is configured to carry up to 10 passengers and is fully available for charter. With a range of 4,000 nautical miles, it allows for non-stop connectivity from London to destinations such as New York and Dubai. </p>
<p>&#13;</p>
<p>Thanks to its technologically advanced autobrake system, the twinjet aircraft is specially designed to deliver optimal performance from shorter runways. The cabin includes a state-of-the-art entertainment system featuring two DVD players with stored media and a 3D airshow feature, four personal widescreen units, a forward cabin monitor and a connection port for iPhones, iPads and iPods. Using the remote Apple app, passengers can use their Apple products to control the entertainment system as well as the cabin lighting.</p>

<p> Chicago real estate firm @properties is making another big bet on the north suburbs. The company, which has more than 1,100 brokers serving the city, North Shore and Southwest Michigan, has signed a lease for a 2,750-square-foot office at the corner of Waukegan Road and Glenview Road in downtown Glenview. It is the third new north-suburban office for @properties in less than a year. </p>
<p>&#13;</p>
<p>@properties also announced that it has hired Glenview resident and veteran managing broker Natasha OConnor, 38, as vice president of brokerage services. Previously, OConnor was managing broker of Prudential Rubloff in Northbrook. </p>
<p>&#13;</p>
<p>Glenview is @properties fifth location in the northern suburbs, where the company has become the second largest brokerage firm just three and a half years after planting its flag with an office in Evanston. @properties is also the No. 1 brokerage firm in the city of Chicago by both transactions and sales volume.</p>
<p>&#13;</p>
<p>With its Glenview office, @properties looks to gain market share in the towns off the north-suburban lakefront including Glenview, Northbrook, Golf, Morton Grove and Niles. </p>
<p>&#13;</p>
<p>The combined Glenview-Northbrook marketplace had residential sales volume of $  570 million during the 12-month period ended March 31, a 28 percent increase over the previous 12 months. It is a market where the top two firms account for approximately half of all residential sales volume  a condition @properties co-founders Thaddeus Wong and Michael Golden see as a huge opportunity. </p>
<p>&#13;</p>
<p>Its a similar situation to what weve encountered throughout the North Shore, and we have been able to turn it to our advantage, said Golden. As an independent firm, we can be more responsive to our agents and clients. Its more of a boutique feelbetter service, and people obviously want that. </p>
<p>&#13;</p>
<p>Our goal is to be the number one firm in this market, added Wong. </p>
<p>&#13;</p>
<p>Ironically, @properties will be moving into the space formerly occupied by Koenig &amp; Strey, a real estate company founded by Ed and Norma Koenig in Glenview in 1961. The Koenig family ran the firm for 38 years until they sold it to a division of GMAC in 1999. It has been sold two times since then. </p>
<p>&#13;</p>
<p>We do feel like were filling that role of the independent, locally owned firm, which Glenview hasnt seen since the Koenigs exited the brokerage business more than a decade ago, said Wong. Were excited to follow in their footsteps in terms of the way they supported the community over the years. </p>
<p>&#13;</p>
<p>Wong also believes now is a good time to be coming into downtown Glenview, citing a number of new development proposals. </p>
<p>&#13;</p>
<p>The future is bright for downtown Glenview. The people of Glenview want to support their downtown. It just needs that critical mass, and were glad to be a part of it. </p>
<p>&#13;</p>
<p>OConnor is confident that @properties will be well received in Glenview and surrounding towns. As an outside observer, I thought @properties did an excellent job of demonstrating its unique selling proposition to agents and clients on the North Shore. Theyve been able to make smart decisions based on local factors, and they managed a lot of growth during a tough time. Theyre going to be great for the area, and this area is going to be great for them, OConnor said. </p>

<p> Bacs approved Bureau, First Capital Cashflow, which provides bespoke, secure and flexible payments processing services is taking part in this year&#8217;s Big Break campaign run by Bacs &#8211; the industry body responsible for Direct Debit payments. </p>

<p>First Capital Cashflow hopes to raise thousands of pounds for the Royal National Institute of Blind People (RNIB), the leading charity offering information, support and advice to almost two million people with sight loss via their involvement in the Big Break. </p>
<p>&#13;</p>
<p>The campaign is designed to encourage consumers and businesses alike to settle their bills by direct debit, a payment method which benefits both the payer and beneficiary. Bacs are funding a prize draw for both consumers and businesses to be in with a chance of winning either ?12,000 towards household bills (for consumers) or ?2,000 towards commercial bills (for businesses). If a payer instates a new direct debit with a participating organisation/business during the qualifying period (1st February 2013  30th June 2013), then they will be automatically entered in to the respective consumer or business draw. </p>
<p>&#13;</p>
<p>As an approved Bureau, processing direct debit transactions on behalf of hundreds of organisations/businesses, First Capital Cashflow will make a charitable donation on behalf of all its clients for each and every new direct debit. </p>
<p>&#13;</p>
<p>Bacs themselves will also be giving away ?5,000 each month of the campaign to 100 charities and good causes which will be determined by a public vote to nominate a good these good causes. The good cause with the most votes each month will receive ?2,000, the runner up ?1,000 and the remaining ?2,000 will be divided equally amongst the runners up.</p>

<p> County Executive Thomas P. Gordon is introducing a comprehensive ethics reform package aimed at restoring public trust through enhanced public disclosure, tightened internal controls and increased oversight of our land use process.</p>
<p>&#13;</p>
<p>Executive Gordon worked closely with County Chief Administrative Officer David Grimaldi, Councilman Bob Weiner (R) and Council President Chris Bullock (D) in drafting this bipartisan proposal that will offer unprecedented transparency through online public disclosure of all vendor agreements, employee salaries and FOIA requests. This information will be posted on our newly created webpage, http://www.nccde.org/open, which already contains 2013 contract data. I am pleased to collaborate in this bipartisan initiative to foster good government and transparency in County government said Councilman Weiner. </p>
<p>&#13;</p>
<p>This proposal will promote fairness through our procurement process by requiring new vendors to disclose, on the bidding documents, campaign contributions made to County Officials within the previous 24 months. It will require legislators to disclose the authors, in whole or in part, of proposed legislation. The County Executive firmly believes that the public has a right to know which, if any, special interest group took part in the advancement of legislation. </p>
<p>&#13;</p>
<p>The goal of this ethics reform package is to restore public confidence in certain aspects of County government, said Council President Bullock. The proposals in this reform package are ambitious and achievable through bipartisan cooperation and through cooperation between the Council and the Administration. I am also particularly interested in promoting fairness in our procurement process for minority vendors.</p>
<p>&#13;</p>
<p>The annual Statements of Financial Interests (SFI) filing will be expanded, clarified and made publicly available, on the County website, for all who are required to file.</p>
<p>&#13;</p>
<p>Similar to the banking sector, the Department of Land use will be placed under the oversight of a Compliance Manager, who will be tasked with monitoring the communications of Land Use employees while ensuring compliance with State and County code. Further, this proposal seeks to expand and reorganize the Office of the County Auditor by raising the number of auditors from one to three full time employees and changing its reporting structure to include both the Executive and Legislative branches of government. The new audit department will play a crucial role in creating and maintaining proper internal controls throughout the other operating departments. </p>
<p>&#13;</p>
<p>This proposal requires a mandatory 4-hour ethics training class for all managers, prohibits employees from conducting County business through personal cell phones and email addresses, and explicitly disallows secret agreements between the government and private enterprises. An open and democratic form of government does not engage in secret agreements. It does not operate, from within the shadows, to advance the economic interests of the few at the peril of the many said Executive Gordon. </p>

A native of Tel Aviv, Israel, Kimchi is an internationally recognized clinical cardiologist, former flight surgeon in the Israeli Air Force and the founder and chairman of the International Academy of Cardiology and the World Congress on Heart Disease.  Author of numerous books and original manuscripts, Kimchi has been honored with the Passion of the Heart Award from the American Heart Association Los Angeles chapter, and was recently elected as a Fellow of the International Academy of Cardiovascular Sciences, an honor given to only 250 physicians and scientists worldwide. </p>

<p>HeartView Global Foundation is a non-profit organization created for the purpose of identifying patients with asymptomatic coronary artery disease for whom preventive measures can be taken to avoid heart attacks, strokes and sudden cardiac death.  In addition to supporting research led by Daniel Berman, MD, at Cedars-Sinai in heart attack prevention, the Foundation funds are used to allow patients who need testing to get a coronary CT angiogram, the most accurate test for determining the risk of heart attack. While proven in a large, consistent body of evidence and covered in many states, this highly effective, noninvasive method for evaluation of these patients is not covered by most medical insurance in California.  For many at-risk patients, the out-of-pocket payment for this test may be out of reach. The Foundation has generously established a fund at Cedars-Sinai that allows testing of selected patients who need the test but cannot afford it.  </p>

<p>Schwartz is a partner in GSO Business Management, a Sherman Oaks-based financial practice that serves the entertainment industry, high net worth individuals and companies.  He founded HeartView after his childhood friend died at age 42 from a sudden heart attack.  The loss motivated Schwartz, who has a family history of heart disease, to see a doctor and undergo a coronary CT scan, which revealed a life-threatening blockage in a major artery into his heart.  </p>

<p> Goodwill Industries International is launching a new initiative, with the support of the Bank of America Charitable Foundation, to help military veterans and their families connect with the education, training and support services they need to succeed on the home front. Vested in Veterans will built on existing Goodwill programs  including Goodwill for Americas Heroes and Their Families and Community College/Career Collaboration (C4)  to create a holistic support system that helps veterans and their families in four communities secure educational opportunities, find jobs and build their careers. These communities include Atlanta, Houston, Los Angeles and San Antonio. </p>
<p>&#13;</p>
<p>Todays returning veterans face a unique array of challenges. More than a million military servicemen and women are expected to leave behind their uniforms and return to civilian life in the next five years, and a stubbornly bleak job market translates to high unemployment for veterans. In addition, veterans and their families are frequently relocated, making it difficult for them to build credentials and careers. These challenges are further amplified when veterans have service-related physical disabilities or post-traumatic stress disorder.</p>
<p>&#13;</p>
<p>Take Edward, for example. He had years of teaching, marketing and management experience in addition to four years in the military and five years in the reserves when he was laid off from a teaching position in Los Angeles. Arlington was unemployed for eight months until he was contacted by the Metro North WorkSource Center through the Department of Labors Rapid Response program through Goodwill. After an interview, he was approved to receive case management, intensive services, training and supportive services. </p>
<p>&#13;</p>
<p>As he worked on his Individual Employment Plan, Arlington noted hed like to gain another teaching credential that is in higher demand among employers. He enrolled in the math and science cohort with California State University of Los Angeles and completed the training in June 2012. He obtained his single subject science teaching credential in August 2012. LAUSD rehired Arlington into a full-time position. He still receives supportive services to ensure a successful transition back into the work force.</p>
<p>&#13;</p>
<p>We owe it to every one of our veterans and their family members to provide them with the tools they need to advance beyond their military careers and connect them with employers who understand the value of their military experience, so they can succeed at work and at home, said Jim Gibbons, president and CEO of Goodwill Industries International. Through Vested in Veterans, we will enable veterans and military family members to focus on their careers and financial goals, and create a roadmap for successful civilian careers.</p>

The tool features data from the U.S. Department of Housing and Urban Developments LIHTC Database, which includes information on more than 33,000 LIHTC properties and almost 2,203,000 housing units. </p>

<p>&#8220;This new mapping tool makes it simple to access LIHTC property information by congressional district, ZIP code or even property name, all in a single place,&#8221; said Jim Kroger, a partner in Novogradac &amp; Companys San Francisco, Calif. office. &#8220;Offering HUDs data in this searchable mapping tool presents a new way for the affordable housing community to leverage more than 20 years of data about low-income housing tax credit properties. </p>

<p>The tool, created by PolicyMap, allows users to view detailed information about each property, including address, number of units and low-income units, number of bedrooms, year the credit was allocated, year the project was placed in service, whether the project was new construction or rehab, type of credit provided, and other sources of project financing. The flexibility of this tool makes it a valuable addition to Novogradac &amp; Companys set of online resources, said Michael Novogradac, managing partner in the San Francisco office of Novogradac &amp; Company LLP. The LIHTC mapping tool was created with the housing tax credit professional in mind, and as a result the system is useful for everyone from developers to investors to researchers.</p>

The vehicles have been expertly wrapped in the companys signature Bill Howe Blue and red, and they are ready to make an appearance on the road. </p>

<p>With over 50 vehicles on the road every day, Bill Howe knows the importance of fuel efficiency. The newest addition to the Bill Howe fleet, endearingly referred to as the Tonka Trucks by the technicians, will save on fuel and emissions. The Tonka Trucks get up to an estimated 24 miles per gallon, compared to the average 14 miles per gallon from other common service vans.   </p>

<p> Gas prices are still pretty high and with the number of trucks we have on the road, it can get expensive, said Tina Howe, Vice President of the Bill Howe Family of Companies. With our new fuel efficient vehicles, we can continue to service most areas of San Diego County and continue to offer our customers the lowest possible price.</p>

<p>Other ways that Bill Howe Plumbing keeps their fleet fuel efficient is through the use of a wireless GPS vehicle monitoring system. The GPS system allows the company to monitor and reduce idle times, monitor speed and gas usage, and the need for vehicle maintenance.  It also allows the company to closely monitor where technicians are in San Diego. Technicians days are started with jobs assigned close to their homes and the companys dispatchers work hard to keep them within a ten mile radius to avoid the cost and negative environmental effect of wasted fuel. </p>

<p>Melva Hale, Campus President will preside over the commencement ceremony.  She will confer 140 graduates for the summer 2012 class.  According to Melva Hale, the campus and Mayor Wilkerson have always had a long, supportive relationship and they are very excited that he will be speaking at graduation.  Daymar College presented Bowling Green Mayor Bruce Wilkerson a hand crafted gavel to use as he was sworn in as mayor.  Mayor Wilkerson while serving as chair of the Criminal Justice Advisory board  brought his training and experience to the table during the development of the Criminal Justice Program for Daymar College. His contribution to the program has resulted in many graduates working in their field of study. I am very proud of our graduates, they have worked extremely hard, put in lots of hours studying and have been given the tools to have what it takes to make good things happen.  </p>

A news release distributed yesterday by Attain erroneously characterized the agreement as having been completed, whereas the negotiations and due diligence are still progressing. Attain would plan to make a formal announcement if and when a final agreement is reached.</p>

<p>Jim Dauw, CEO of Impresa Aerospace describes the acquisition: The creation of Impresa was a golden opportunity. The companies were similar in many ways, including the production lines, work ethic, work statements, and the customer base. When you consider the state of the industry, with demanding delivery schedules and increasing pressure on costs, building Impresa based on the strongest aspects of Venture and Swift-Cor just made sense.</p>

<p>Impresas history as a supplier to the Tier 1 and Tier 2 aerospace industry dates back to 1973 (then operating as Venture). The company boasts major contracts with Boeing, Spirit Aerosystems, Sikorsky, Lockheed Martin and Gulfstream. Notable commercial programs include the Boeing 787, 777, 747, 737; Airbus A330 and A340; and Gulfstream G650. Impresa supports various defense-related programs, including Boeings Apache Helicopter, C-17 and F-18; Sikorkys Black Hawk helicopter, and the Lockheed Martin C130.</p>

<p>The company plans on consolidating the existing four facilities into two locations. The 100,000 square foot Gardena, CA plant, along with the 40,000 square foot Wichita, KS plant, will employ 350 machinists, engineers and support staff providing exceptional quality and delivery performance to its customers. <p> US Federal Contractor Registration is reporting a high number of contracting opportunities posted to the FedBizOpps website in California. There are currently over 519 listings posted by federal contracting officers looking for qualified vendors to submit their bids immediately. </p>

<p>Contracting officers in California have already awarded over $  10.9 billion in contract awards in the state since the beginning of the 2012 fiscal year, over 9.58% of the amount awarded nationwide, according to the USASpending website. Of the 62,654 contracts awarded, over half were awarded to small businesses.</p>
<p>&#13;</p>
<p>However, in order to meet federal mandates that at least 23% of all contracting dollars be awarded to small businesses, more companies capable of handling these federal contracts must complete their CCR registration and ORCA filing immediately. Every year, the federal government falls short of its procurement goal. In 2009, only 22% of the $  442 billion set aside for small businesses was awarded, according to US Federal Contractor Registration. There are not enough qualified, properly registered businesses, said Dan Driscoll, treasurer at US Federal Contractor Registration. If there were, the government wouldnt have a problem meeting that goal.</p>
<p>&#13;</p>
<p>In order to bid on and work government contracts, businesses must obtain a DUNS number and must complete CCR and ORCA registration. Successful contractors also develop aggressive government marketing plans which include the creation of a profile on government websites such as the SBAs Dynamic Small Business Search and automated bid notifications to their email. <p>Unfortunately, many vendors who try to complete their CCR registration on their own run into problems. The Georgia Tech Procurement Assistance Center has reported that nearly 20% of all current CCR records contain errors or omissions. Judy Bradt has stated that in order to win their first contract, most businesses spend an average of 20 months and $  100,000 marketing their business to contracting agencies. Problems with CCR and ORCA will cost those businesses even more time and money as even simple mistakes can disqualify a vendor from a contract award or even result in fines and punitive actions. Vendors whose CCR and ORCA are not completed correctly will run into problems down the road.  Its unfortunate that they generally dont find out theres a problem until theyve lost out on a contract and there isnt time to fix the error, commented Eric Knellinger, President of US Federal Contractor Registration.</p>

<p>Instead, the real roadblock to building the Keystone oil pipeline, is an obscure regulation in a 2007 energy statute. Technically, this statute is about greenhouse gas emissions. But according to Dr. Moors, it has less to do with protecting air quality and more to do with protecting Americas domestic oil production from OPEC encroachment.</p>
<p>&#13;</p>
<p>Those on the outside might try to use this law to shut down the Keystone oil pipeline project before it starts. But even direct legal challenge wont be enough to stop construction in the end, says Kent. </p>

<p> The Africa Initiative today announces a call for proposals as part of its research grant competition for 2012. Applications will be accepted until January 31, 2012, and application material can be found on the Africa Portal at http://www.africaportal.org/research.</p>

<p>African or Canadian researchers with a doctorate degree are eligible for the research grants, which will support field-based research to be conducted in Africa and include reimbursements for research costs of up to $  10,000 (CAD) and a honorarium of $  5,000 (CAD).</p>
<p>&#13;
<p>This competition gives early-to-mid career researchers a great opportunity to conduct policy-relevant work in Africa, said Thomas Kwasi Tieku, lead researcher for the Africa Initiative. Their findings will help to inform decision making on these critical issues and to shape important debates in Africas research circles.</p>
<p>&#13;
<p>Special consideration will be given to proposals that are amenable to cross-country comparison and develop benchmarks for measuring policy outcomes. Proposed research should be field-based and seek to address challenges facing African policy-makers in one or more of the Africa Initiatives thematic areas of conflict resolution, energy, food security, health, migration, and climate change. All proposals related to the thematic areas will be considered but particular attention will be given to those that deal with one or more of the following topics: &#13;</p>
<p>&#13; ????Distribution of food and water as a public good;&#13; ????Financing for innovative solutions to challenges in the areas of climate change and energy;&#13; ????Emerging donors in Africa, such as India, China and Brazil;&#13; ????Implications of demographic change and urbanization;&#13; ????Policy implementation gaps in local health care delivery and treatment of infectious diseases;&#13; ????Sources of funding for rebel movements.
<p>The Africa Initiative is a multi-year, donor-supported program, with three components: a research program, an exchange program, and an online portal. A joint undertaking by The Centre for International Governance Innovation, in cooperation with Makerere University, and the South African Institute for International Affairs (SAIIA), the Africa Initiative incorporates field-based research, online collaboration, and strategic partnerships, to facilitating unique knowledge building and develop policy recommendations for decision makers in Africa.</p>
